Section 4(1)(b)(i): Particulars of Organization, Functions & Duties:
The Town Planning Department is under Ministry of MAHUD, Government of Manipur. Following are the functions and duties of the Department.
- • To look into proper and judicious use of land and also to carry out statutory functions as laid down in the Manipur Town & Country Planning Act, 1975 and the Municipality Bye-Laws.
- • The Department perform tasks for development of urban areas of the State through preparation Master Plans, Regional Plans, Area Development Plans etc. as per the norms laid down in Manipur Town & Country Planning Act, 1975.
- • To perform duties as assigned by the State Govt. from time to time.
The Office of Town Planning Department is located at Directorate Complex, North AOC (Ground Floor North Wing), 2nd MR Gate Imphal- 795001.
Section 4(1)(b)(ii): Powers & Duties of its Officers and Employees:
The Department is headed by the Chief Town Planner. Under this post is the Additional Chief Town Planner. There are three broad wings. The first wing of architecture is headed by Associate Planner (Architect)- AP(A) and deals with the design aspects. Assistant Architects provide support to the AP(A). The second wing handles the planning Master Plans, checking land use conformity etc. and also the National Flagship schemes for which the Department is the State Nodal Agency and is headed by Associate Town Planners (ATP). This wing is supported by Assistant Town Planners and Assistant Engineer. The third wing is the Research Section and is headed by Research Officer (RO), assisted by Assistant Research Officer (ARO) and Research Assistant (RA).
For all the above tasks, the Section Officers (SO), Draughtsman, Tracer of the Department provide necessary technical support. The Establishment and Account Sections are headed by the Head Clerk and the Accountant. Other Clericals staffs provide support to this section and also to the Department. [

Section 4(1)(b)(iii): Procedure followed in the decision making process including channels of supervision and accountability:
All the matters pertaining to the Department are addressed to the Head of Department (HOD). The HOD directs the matters to the Additional CTP. As per the subject, it is assigned to AP(A)/ ATPs on a case to case basis. The matter is further handed down to the Assistant Architects/ Assistant Town Planners etc., who then process it upwards to the AP(A)/ ATP, Additional CTP and then to the HOD for Departmental approval. If the matter is technical, then support/ input of RO, SO, Draughtsman etc. are taken. If the matter pertains to administrative/ finance aspect, then support of Establishment section is taken. Section 4(1)(b)(iv): Norms for discharge of functions:
The norms set by the Government of Manipur are followed.
Section 4(1)(b)(v): Rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its functions:

Section 4(1)(b)(vi): Statement of the categories of documents that are held by it or under its control:
The office records are properly stored in relevant files which are indexed under a separate head for each category. The Department has on-boarded to the e-Office platform of the State Government which has enabled a better storage and management of files. A file index register is also maintained for reference. This facilitates retrieval of records on the basis of reference made w.r.t. file numbers.

Section 4(1)(b)(vii): Particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation thereof:
During the preparation of Master Plans, area specific plans and implementation of National Flagship schemes, stakeholder consultation workshops are convened to get citizen feedback. Also, before publication of master plans, objections and suggestions are invited from the public.
Section 4(1)(b)(viii): A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public:
There is no Board/ Council of the Department. However as per requirements, Departmental Committee can be formed on case to case basis.

Officers and employees in the Town Planning Department are being paid monthly remuneration on their respective Pay Band/Level as per Manipur Government ROP as revised from time to time and the other allowance as applicable. Information with regard to the same.
Section 4(1)(b)(xi): Budget allocated to each agency, indicating the particulars of all plans, proposed expenditures and reports on disbursement made:
Allocation of fund is made by the State Government to Town Planning Department for Salaries, Administration & Office Expenses etc. in the Budget Estimate for current year 2026-27, the allocation under Demand No. 12-MAHUD is as below:

The Department is currently not implementing programmes/ projects that involves subsidy.

No library is maintained by the Department. However individuals like scholars, trainees, researchers etc. can access master plan documents, maps etc. for purely academic purpose after obtaining permission from competent authority of the Department. None of the documents of the Department are for sale to public.
